- Bidders to meet 70% out of total points on functionality with the following: Company Experience = 40 points; Expertise = 20 points; Methodology = 10 points in order to proceed to Financial Evaluation SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who are Women-Equity ownership = 5 points; Youth-Enterprise (18-35) = 5 points; Disability- equity ownership = 5 points; balck people = 5 points. Bidders that fail to submit proof of specific goals will not be allocated points.

- CSD registration report (MAAA number). Government can't award to suppliers missing from the Central Supplier Database.
- SARS tax compliance status PIN. A non-compliant tax status usually disqualifies the bid.
- B-BBEE certificate or sworn affidavit. Without it you score zero preference points. An affidavit with mismatched dates is invalid.
- COIDA letter of good standing. Required for most government work and construction sites.
- CIPC company registration (CoR 14.3). Proves the company exists and who its directors are.
- Bank confirmation letter. Many tenders ask for one dated within the last 3 months.
- Municipal rates clearance or lease. Often required to show municipal accounts are not in arrears.
