- The bidder must be the owner of the land OR have written permission from the landowner to use a portion of the property for the full term of the contract. If the bidder is a tenant, a signed agreement/letter from the landowner must be submitted confirming permission to sub-lease and that the Municipality’s lease will not be affected should the tenant vacate.
